Các chức năng chính của đơn vị là tổ chức các hoạt động văn hóa, tuyên truyền - cổ động phục vụ nhiệm vụ chính trị, kinh tế, văn hóa - xã hội theo đường lối của Đảng, chính sách pháp luật của Nhà nước; hướng dẫn về chuyên môn, nghiệp vụ cho cán bộ làm công tác văn hóa thông tin ở cơ sở; tổ chức các hoạt động biểu diễn nghệ thuật chuyên nghiệp… Trung tâm văn hóa Hòa Bình quận 10 có 6 phòng chức năng, nghiệp vụ: Phòng Tổ chức - Hành chính, phòng Kế toán - Tài vụ, phòng Kỹ thuật, phòng Nghiệp vụ, phòng Thông tin cổ động - Tổ chức sự kiện, phòng Dịch vụ - Tổ chức biểu diễn.
Hiện tại, đơn vị có 12 câu lạc bộ đang hoạt động thường xuyên: Hát ru, Thơ ca, Múa, Giọng ca trẻ, Tình người quan họ, Ca Huế, Cải lương trẻ, Truyền thống cách mạng, Sân khấu, Khiêu vũ, Thể hình, Yoga. Trung bình mỗi năm, Trung tâm văn hóa Hòa Bình tổ chức khoảng 45 hội thi, liên hoan, hội diễn phục vụ quần chúng nhân dân. Để đáp ứng nhu cầu học tập, phát triển năng khiếu của mọi tầng lớp nhân dân, Trung tâm văn hóa Hòa Bình tổ chức các lớp năng khiếu, như: dạy đàn Organ, Guitar, đàn Tranh, thanh nhạc, ca cổ, khiêu vũ…; qua đó, góp phần đào tạo hạt nhân nòng cốt cho các phong trào văn hóa - văn nghệ quần chúng ở cơ sở.
Nhà hát Hòa Bình với cơ sở vật chất khang trang, hiện đại, là lựa chọn thích hợp để tổ chức các chương trình nghệ thuật, các hoạt động sự kiện văn hóa có quy mô lớn trong và ngoài nước. Bên cạnh đó, Nhà hát Hòa Bình còn là đơn vị tổ chức thực hiện những chương trình biểu diễn chuyên nghiệp ở nhiều thể loại khác nhau đã để lại ấn tượng khó phai trong lòng công chúng như: Tuổi thần tiên, Bài ca không quên, Điểm hẹn âm nhạc, Tình ca 19, Tuổi 20, Cải lương Thanh xà Bạch xà, kịch Tình nghệ sĩ….
